LOUISE JANE MOSES – AGNES DAVIS MEMORIAL SCHOLARSHIP

BY LAWS

The California Librarians Black Caucus – Greater Los Angeles (CLBC-GLA) is part of a state-wide organization dedicated to the recruitment, encouragement, support, and development of African-American librarians, and, promoting improvement of library service offered to African Americans.

ARTICLE I. NAME

This fund shall be known as the Louise Jane Moses – Agnes Davis Scholarship fund. The award of this scholarship fund shall be known as the Louise Moses – Agnes Davis Scholarship.

ARTICLE II. PURPOSE

The purpose of this fund shall be to support African American students residing in California who are pursuing a degree from an American Library Association accredited library/information science program or an accredited paraprofessional library/information science program in California.

ARTICLE III. ADMINISTRATION OF FUND

This fund shall be supported and administered by members of CLBC-GLA.

The Treasurer and the Chair of the Scholarship Committee shall be responsible for maintaining records and preparing reports in compliance with requirements for maintaining a tax free status for this fund.

The amount of the annual scholarship award shall not exceed one-third of the available scholarship fund.

ARTICLE IV. SELECTION PROCESS

The selection of candidates to be awarded the scholarship shall be conducted by the Scholarship Committee, composed of members in good standing. The Scholarship Committee shall be appointed annually by the President. The Scholarship Committee Chair shall be designated by the committee or by the President..

The Scholarship Committee shall consist of a minimum of three members.

The scholarship shall be awarded by the CLBC-GLA, based on the recommendation of the Scholarship Committee. The Committee shall determine the number of awards and the amount of each award, based on Article III, 3.

An annual report of activities shall be prepared by the Scholarship Chair for submission to the membership of CLBC-GLA.

ARTICLE V. SCHOLARSHIP AWARDS

Scholarships shall be given annually to qualified African American student(s) based on Article II and the determination of the Scholarship Committee.

Recipients of this award must be enrolled or accepted for enrollment in an accredited library/information science program as described in Article II above.

Applicants shall be required to complete an application form and be interviewed by the Scholarship Committee.

Awards shall be based on demonstrated need, scholastic achievement and a demonstrated commitment to support the mission of CLBC.

Award recipients shall receive a complimentary one year membership in CLBC-GLA.

These By Laws were adopted by CLBC-GLA on September 7, 1997.
